The R Baca Law Firm, PLLC Firm focuses exclusively on the legal field of Intellectual Property Law and High Tech Law. We help startup businesses protect their ideas and assets—their "secret sauce". Our firm consists of experienced IP lawyers, business lawyers, and patent professionals from throughout the great American Southwest.

Rafael V. Baca, Esq.

Patent Attorney, Managing Member.

Qualifications:
Mr. Baca holds a Juris Doctor and is a U.S. Patent Attorney. He also holds a Bachelor of Science in Mechanical Engineering and a Master’s degree in computer and data science. He is licensed to practice before the United States Patent & Trademark Office as well as in the States of Texas and New Mexico.

Experience & Focus:
A seasoned engineering and regulatory compliance leader, he works at the intersection of AI, advanced engineering, and law. He has extensive experience in patent prosecution and litigation, having written over a decade’s worth of patent applications in engineering and applied scientific fields. His recent focus includes complex data compliance, cybersecurity, and governance matters across global AI regulatory regimes.

Interests & Leadership:
Mr. Baca is the National Chair of the American Bar Association’s Artificial Intelligence & Robotics and Big Data Committees. He is a hands-on software and robotics developer and founded the AI & Robotics Risk Roundtable (AIRRR). Additionally, he is known for his leadership on the Digital Deputy Act, an initiative promoting the ethical use of software and data. Outside of law, he is an active Silicon Valley entrepreneur, photographer, avid scuba diver, and aspiring chef.

Howard Rockman, Esq.

Patent Attorney

Qualifications:
Mr. Rockman obtained a BSME from Drexel University and is a graduate of George Washington University Law School (with honors). He is admitted to practice before the United States Patent and Trademark Office and in the States of Illinois and Maryland.

Experience & Focus:
His distinguished career spans many areas of Intellectual Property Law, including serving as a patent examiner at the United States Patent and Trademark Office (USPTO). He has prepared and prosecuted numerous patent applications in the electrical and mechanical arts and represented clients in all phases of litigation for patents, trademarks, copyrights, and trade secrets.

Academic Contributions:
Mr. Rockman is highly regarded as the author of the seminal work Intellectual Property Law for Engineers and Scientists. He has taught as a Professor of Engineering at the University of Illinois at Chicago and as a Professor of Law at John Marshall Law School.

Arthur M. Baca, M.D., Ph.D.

Technical Advisor.

Qualifications:
Dr. Baca received his B.S. in Chemical Engineering summa cum laude, his M.D. from the University of Washington School of Medicine, and his Ph.D. in Bioengineering from the University of Washington, Seattle.

Experience & Focus:
He serves as a technical advisor in the fields of biomedical engineering, genetics, chemical engineering, and medicine. His specific technical interests include drug design, protein engineering, clinical pathology, and diagnostic testing.

Key Achievements:
Dr. Baca crystallized and elucidated the atomic structure of an enzyme from the organism causing human tuberculosis, a target for several clinical drug compounds. He also developed an engineered E. coli strain used in labs worldwide for high-yield expression of AT-rich genes.

Michael E. Ramon, Ph.D.

Patent Agent

Qualifications:
Mr. Ramón received his B.S. in Electrical Engineering from Princeton University and his M.S. in Electrical Engineering from The University of Texas at Austin. He is licensed to practice patent prosecution before the USPTO.

Experience & Focus:
His practice focuses on patent prosecution in electrical engineering disciplines, including computer hardware and software design, microprocessor architecture, solid-state device physics, and semiconductor processing. He previously worked as an electrical engineer for Freescale Semiconductor, performing reliability analysis of High-K gate dielectrics.

Interests:
He is a member of the Austin Professional Chapter of the Society of Mexican American Engineers and Scientists and is fluent in Spanish.

Omar Muñoz

Technical Advisor.

Qualifications:
Mr. Muñoz received his B.S. in Chemical Engineering from the University of Notre Dame.

Experience & Focus:
He has worked for over 13 years in semiconductor wafer processing, with extensive R&D and manufacturing experience in areas such as dielectric etch and low K dielectric deposition. His career includes roles at Applied Materials and Freescale Semiconductor, where he was recognized as a leading technology expert.

Interests:
Mr. Muñoz has served as a board member for the Society of Hispanic Professional Engineers (Austin Chapter) and as President of the Austin Chapter of Mexican American Engineers and Scientists (MAES).

Landys A. Lopez Quezada, Ph.D.

Technical Advisor.

Qualifications:
 Ms. Lopez Quezada holds a Bachelor of Arts from Harvard University in organismic and evolutionary biology and a Master of Science in clinical microbiology from the London School of Hygiene and Tropical Medicine. She is pursuing her doctorate in biomedical sciences at the University of California, San Francisco.

Experience & Focus:
She has worked in research laboratories at UCSF, Columbia University, and the Harvard School of Public Health. Her primary research interests include immunology, molecular biology, microbiology, and biochemistry.
